The Community Preservation Act (CPA), M.G.L. Chapter 44B, was adopted by the legislature and signed into law by Governor Cellucci in September 2000. The Community Preservation Act (CPA) allows any City or Town in the Commonwealth of Massachusetts to adopt a property tax surcharge of up to 3%, the revenues from which are match by state funds. The citizens of Rowley voted to adopt the Community Preservation Act (CPA) on May 7, 2001 at a property tax surcharge rate of 3%.
The Community Preservation Committee actively seeks suggestions and project applications from residents of Rowley, Town Boards and Local Organizations for projects which will best serve the goals of the Community Perservation Act and the needs and interest of the Town. Community Perservation Committee has set a submission deadline of September 22, 2011 for projects seeking funding at the Fall Town Meeting.
